Controller&#8217;s Office: Health, Environment and Sanitation"},"content":{"rendered":"<p class=\"p1\"><span class=\"s1\">The <a href=\"https:\/\/controllerdata.lacity.org\/Audits-and-Reports\/Funds-relating-to-Health-Environment-and-Sanitatio\/xhed-ewb5\">\u201cFunds relating to Health, Environment and Sanitation\u201d dataset<\/a> collects information on government money made from various health and environment-related municipal services.<span class=\"Apple-converted-space\">\u00a0 <\/span>Data types recorded include the Fund Name, Cash amount, Fund Purpose, Sources of Funds, Ending Fund Balance, Assets, Liabilities, Current Collected Revenue, Currently on Budget, and more.<span class=\"Apple-converted-space\">\u00a0 <\/span>These data points make up a record that is distinctly aimed at recording each fund\u2019s monetary information.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\"> In \u201cLocal- Global: Reconciling Mismatched Ontologies in Development Information Systems\u201d, Wallack and Srinivasan discuss how \u201contologies represent reality, but this representation of information may in turn become the basis for actions that in turn shape reality\u2026Any actor\u2019s effectiveness in achieving their goal thus depends on the quality and completeness of their ontology\u201d (3).<span class=\"Apple-converted-space\">\u00a0 <\/span>Therefore, the success of any public policy is partially dependent on the \u201ccompleteness\u201d of a dataset on which the policy is based. <\/span><\/p>\n<p class=\"p1\"><span class=\"s1\"> The \u201cHealth, Environment and Sanitation Funds\u201d dataset has an ontology, in which its data is directed primarily at the monetary spending, sources and revenue for municipal services.<span class=\"Apple-converted-space\">\u00a0 <\/span>For example, this dataset displays the astonishing amount associated with the \u201cSolid Waste Resources Fund\u201d &#8211; more than $200 million!<span class=\"Apple-converted-space\">\u00a0 <\/span>As a result, this ontology makes the most sense to provide information for<span class=\"Apple-converted-space\">\u00a0 <\/span>any city department in charge of keeping track of profits, expenses, and the movement of funds. This system is an effective way to follow where large amounts of money are being both spent and received.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-832 alignleft\" src=\"http:\/\/miriamposner.com\/classes\/dh101f16\/wp-content\/uploads\/sites\/5\/2016\/10\/Screen-Shot-2016-10-15-at-9.09.58-PM-300x160.png\" alt=\"screen-shot-2016-10-15-at-9-09-58-pm\" width=\"649\" height=\"346\" srcset=\"https:\/\/miriamposner.com\/classes\/dh101f16\/wp-content\/uploads\/sites\/5\/2016\/10\/Screen-Shot-2016-10-15-at-9.09.58-PM-300x160.png 300w, https:\/\/miriamposner.com\/classes\/dh101f16\/wp-content\/uploads\/sites\/5\/2016\/10\/Screen-Shot-2016-10-15-at-9.09.58-PM-768x410.png 768w, https:\/\/miriamposner.com\/classes\/dh101f16\/wp-content\/uploads\/sites\/5\/2016\/10\/Screen-Shot-2016-10-15-at-9.09.58-PM.png 916w\" sizes=\"auto, (max-width: 709px) 85vw, (max-width: 909px) 67vw, (max-width: 984px) 61vw, (max-width: 1362px) 45vw, 600px\" \/>As Wallack and Srinivasan state, \u201cStates\u2019 attempts to promote \u201cdevelopment\u201d are thus limited by the information loss between the community ontologies that define development and meta ontologies that guide their actions\u201d (3).<span class=\"Apple-converted-space\">\u00a0 <\/span>This \u201cinformation loss\u201d is a result of each dataset\u2019s particular ontology, and how it may not be able to tell any other narrative than the one it was created for.<span class=\"Apple-converted-space\">\u00a0 <\/span>This can be seen clearly in the ontology of the \u201cFunds relating to Health, Environment and Sanitation\u201d, and how it is directed at tracking government spending.<span class=\"Apple-converted-space\">\u00a0 <\/span>The ontology of a dataset greatly influences the policies for which the dataset is being based on.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Since the fund highlights the money aspect of health and environmental services, it does leave out other data points.<span class=\"Apple-converted-space\">\u00a0 <\/span>For example, this dataset does not take into account the success or customer satisfaction of the services. <span class=\"Apple-converted-space\">\u00a0 <\/span>Projects for \u201cstreet drainage improvement\u201d, \u201cAir Pollution Reduction Projects\u201d, a \u201ccenter to provide drug use education\u201d, and more could be evaluated to see if actually made a difference in improving the city.<span class=\"Apple-converted-space\">\u00a0 <\/span>This could be an example of a useful ontology from someone else\u2019s point of view.<span class=\"Apple-converted-space\">\u00a0 <\/span>For instance, an environmental organization would shift the emphasis from money to one of city betterment and improving the health of citizens.<span class=\"Apple-converted-space\">\u00a0 <\/span>They would be interested in questions like, how was the city\u2019s solid waste sorted to be as environmentally-friendly as possible? How much did the \u201cAir Pollution Reduction Projects\u201d actually reduce L.A. air pollution?
